The First Dialogue of Regulatory and Operational Convergence of the Capital Markets of Central America and the Caribbean (Primer Diálogo de Convergencia Regulatoria y Operativa de los Mercados de Capitales de Centroamérica y el Caribe -DICOMA) was held on June 21, 22, and 23 of the current year in Santo Domingo, Dominican Republic. This event arises as a result of the meeting for the signing of the Multilateral Memorandum of Understanding between the Central American countries, held in Panama in 2021, with the participation of the regulators of their capital markets, and the objectives are the following:
1. Encourage a cross-border market that allows issuers and investors to access the best opportunities in the region, attracting foreign capital flows to each of the jurisdictions that are part of the said market.
2. Promote the application of best practices and standards that promote cross-border transactions by regulators and entities of the Market Infrastructure.
3. Involve and commit the Multilateral entities in the conversations and dynamics of the regulators and the market infrastructure companies, to support in terms of training, consulting, and financing the efforts that are made in order to promote greater volumes of cross-border negotiations through the capital markets of Central America.
4. Begin joint work with the objective of regulatory and operational standardization, which can serve as a basis for future harmonization and convergence plans for our markets.
